
On January 9, 1992 Artur Mkrtchyan was elected the first President of the Parliament of an independent Nagorno-Karabakh Republic.
Mkrtchyan, a member of the Armenian Revolutionary Federation, was able to transcend his experience on the battlefield into the governing a new country and on to the diplomatic arena.
His short time as leader of a free Artsakh, proved historic and his legacy still continues.
