YEREVAN (Noyan Tapan)–Baku may begin direct talks with Nagorno-Karabakh only if the people of Karabakh agree that Nagorno-Karabakh will become an autonomous region under Azeri rule–Azeri State Minister Vafa Guluzade told Radio Liberty.
In response to commen’s by Armenian foreign minister Vartan Oskanian who declared that Azerbaijan should not count on its oil–the Turkish blockade of Armenia and international pressures on Armenia–Guluzade stated that Armenia’should not count on Russia and place all its hopes on that country.
"Russia is Azerbaijan’s ally. Moscow is realizing that its interests are with Azerbaijan and not Armenia," declared Guluzade.
