The 35th World Congress of the Armenian Revolutionary Federation convened at a time of serious geopolitical and domestic challenges for the Republic of Armenia and all Armenians, that include the annexation of the Republic of Artsakh, the genocide that took place in Artsakh, and the existential threats against Armenia’s statehood.
The global realignments accompanied through wars, the absence of international structures and international law, as well as effective instruments for their deterrence, are security challenges for the existence of Armenian statehood and the viability of Armenian communities.
With the military-political balance in the region that has been disrupted following the 44-day war, Azerbaijan’s continues its belligerent ambitions, and the false peace agenda adopted by the Armenian authorities is creating new security threats.
National identity and forces professing and advancing the concept of a national ideology are the primary targets for both the Turkish-Azerbaijani axis and the Armenian regime.
Armenia’s security and governance crisis, the government’s steps to incite internal hostility and divide the Diaspora have deepened public distrust.
After examining and assessing the current situation, the 35th General ARF World Congress declares a decisive stage of the struggle by affirming as a strategic goal the creation of a modern national state and preserving the Armenian identity, with the following priorities:
- Strengthening the independent Armenian statehood, restoring territorial integrity and sovereignty, building a democratic, legal, civil state in accordance with the letter and spirit of the Declaration of Independence;
- Unifying the Nation around the Artsakh liberation agenda, through the implementation of international legal and political guarantees for the collective return of the Artsakh Armenians and realization of other fundamental rights;
- Strengthening the Armenian Armed Force, defense and security sectors;
- Pursuing the international recognition of the Armenian Genocide and the reparations;
- Adopting a foreign policy built on national and state interests, overcoming security threats;
- Strengthening the organizational structures of Diaspora, by advancing national and political unification based on a pan-Armenian agendas.
At the same time, the 35th ARF World Congress affirmed that:
In order to to stop the anti-national and anti-state processes adopted by the Armenian authorities, and to guarantee the security of the homeland, create a viable Armenian state, establish social justice, comprehensively overcome the domestic crisis, and realize the strategic goals of the ARF is through a change of government.
The ARF is fully determined and is prepared to advance national unity around the agenda of preserving and developing the statehood and national identity.
