YEREVAN (Noyan Tapan)–Arkady Ghoukassian’s election program is based on the maintenance of strategic goals and continuity.
In the realm of foreign policy the candidate has listed the following issues as priority: To go on taking an active part in the process of peaceful settlement of the Karabakh conflict under the umbrella of OSCE; to achieve direct negotiations with Azerbaijan; to demand international security guarantees for Karabakh–and first of all–security safeguards on the part of Armenia; to develop bilateral relations and ties with international NGO’s and regional structures; promote regional integrational processes; to strengthen the armed forces; raise professional level of the staff; improve living conditions of officers and their families; to work out a legislative base for a transition to a centralized state government in case of an outside menace.
Furthermore–according to Ghoukassian it is necessary to: to speed up elaboration and adoption of Karabakh’s Constitution to strengthen the supremacy of law; to complete in 1998 precise division of powers among republican and local self-government authorities; to adopt special state programs creating conditions for the voluntary return of refugees.
In the economic sector–Ghoukassian’s plan ensures: a full engagement and social security of people; improvement of the credit development program for small and medium-sized enterprises; completion of works on raising stability of power system and installing radio-relay connection.
Arkady Ghoukassian’s platform retains a social orientation. For instance–general expenditures on the social sphere are planned to reach 60-65 percent of all budget expenses–and by the end of 1998 all veteran families are planned to be provided with apartmen’s–and the social medical services are to be preserved.
Relations with the Diaspora are to be reinforced by providing citizenship to those who so desire. Within the framework of economic cooperation with the Diaspora it is planned to establish a relevant infrastructure for development of tourism in Karabakh.
Arkady Ghoukassian considers as a primary task of his generation to hand down a peaceful Karabakh and a stable state.
