YEREVAN (Noyan Tapan)–Armenia offered Azerbaijan to open a transit railroad communication with Nakhichevan and Iran via Armenia without shipping Armenian cargoes–President Robert Kocharian told journalists from the CIS and Baltic States on September 22. According to Kocharian–it would also open the way for solving the problem of Nakhichevan by operating Poti-Armenia-Nakhichevan-Iran and Turkey-Armenia-Georgia-Azerbaijan roads. Armenia also offered possibilities of joint use of water resources in border regions to Azerbaijan.
"I have a feeling that there are certain problems in Azerbaijan in making similar decisions," stated Kocharian–adding that in problems of establishing contacts between the two countries Armenia is more open than Azerbaijan.
However–the president stressed–"this barrier should be stepped over" as such decisions will also promote the Karabakh peace process.
