YEREVAN (Armenpress)–The idea that Karabakh will not be subordinate to Baku–and that it will not remain within Azeri territory even if it has maximum autonomy–is not Armenia’s precondition to negotiations–but it is simply Armenia’s approach and position to the peace process in the conflict–said Armenian Presidential Advisor Armen Sargssian.
Azerbaijan may choose to disagree with this position–but this is not a precondition. The only party setting conditions to talks is Azerbaijan–by stating that Karabakh is its territory and that must be the point of departure for any negotiations.
Sargssian added that he believes that although Armenia and Karabakh have always been ready to enter talks with Azerbaijan–the postponement and delays in the talks have mainly been a result of the Azeri republic’s domestic socio-political reality.
Azerbaijan is facing presidential elections–and the possible shifts in the political climate of the country has put the republic in a period of anticipation rather than its usual passive state.
According to the presidential advisor–Azerbaijan has not come to terms with particular realities when putting forth conditions to talks.
Specifically–Azerbaijan–the presidential advisor said–has failed to take into account that Nagorno-Karabakh has functioned as an independent and self-governed republic for the years–and it has proven itself as a viable entity.
