WASHINGTON–Azerbaijan is in substantial non-compliance in three of the five major categories of weapons limited by the Conventional Forces Treaty–according to Azeri government figures submitted to CFE monitors–as well as the US Arms Control and Disarmament Agency.
Since the Tashknet Agreement–signed in 1992 by Azerbaijan and the other Soviet successor states–Azerbaijan has exceeded the CFE Treaty Limited Equipment (TLE) in main battle tanks–armored combat vehicles and large caliber artillery systems. According to a July–1996 ACDA report–submitted to Congress by President Clinton–"Azerbaijan was over [TLE limits] by 738 because it had neither declared a reduction liability nor commenced any reductions before the end of the reduction period."
According to Annual Exchange of Military Information data–Azerbaijan is over TLE limits by more than 400 (see chart).
