Co-Chairs fail to properly condemn Azerbaijan for Safarov affair and continued military threats
DUBLIN–Russian The Foreign Minister Sergey Lavrov, US Secretary of State Hillary Rodham Clinton, and France’s Minister for European Affairs Bernard Cazeneuve issued a statement as the OSCE Ministerial Council meeting convened in the Irish capital criticizing Armenia and Azerbaijan for not taking steps for “rapid progress” in the Karabakh peace process. The three leaders failed to properly condemn Azerbaijan for the Safarov affair or for its continued threats of military attack.
Below is the text of the statement.
“On the occasion of the OSCE Ministerial Council Meeting in Dublin, we, the Heads of Delegation of the OSCE Minsk Group Co-Chair countries, call upon the parties to the Nagorno-Karabakh conflict to demonstrate the political will needed to reach a peaceful settlement. As our Presidents stated at Los Cabos on June 18, 2012, the parties should be guided by the Helsinki principles, particularly those relating to the non-use of force or the threat of force, territorial integrity, and equal rights and self-determination of peoples, and the elements outlined in our countries’ statements at L’Aquila in 2009 and Muskoka in 2010. Recalling the statement of our Presidents at Deauville in 2011, we again urge the parties to take decisive steps to reach a peaceful settlement.
“We regret that the expectations of more rapid progress in the peace process, which were raised by the Joint Statement of the Presidents of Armenia and Azerbaijan, with the President of the Russian Federation at Sochi on January 23, 2012, were not met. Instead, the parties have too often sought one-sided advantage in the negotiation process, rather than seeking to find agreement, based upon mutual understanding. While recognizing the decrease in serious incidents along the Line of Contact and the border in recent months, we remind the parties of the need to continue to respect the ceasefire of 1994, and that the use of military force will not resolve the conflict. We urge the parties to refrain from actions and statements that foster feelings of enmity among their populations and have raised tensions in recent months. The leaders of the sides must prepare their populations for the day when they will live again as neighbors, not enemies, with full respect for each other’s culture, history, and traditions.
“We call upon the parties to demonstrate a greater sense of urgency in the peace process and to work with the Co-Chairs to give full and careful consideration to ideas presented by the Co-Chairs during their trip to the region in November. We welcome the readiness of the Foreign Ministers of Azerbaijan and Armenia to meet jointly with the Co-Chairs early in 2013 to continue these discussions. Our countries continue to stand ready to do whatever we can to assist the parties, but the responsibility for putting an end to the Nagorno-Karabakh conflict remains with them.”
Prior to the summit, OSCE Secretary General Lamberto Zanier expressed serious concern over the course of the peace talks.
“The process of settlement of the Nagorno Karabakh conflict raises serious concerns. I hope that he Foreign Ministers [of Armenia and Azerbaijan] will meet in Dublin and will manage to reach common understanding to come forth with a joint statement with the Mink Group Co-Chairs and move forward,” Zanier said in an interview with RIA Novosti. “it’s important to move forward, especially considering the forthcoming presidential elections in Armenia and Azerbaijan.”
“The parties must demonstrate political will to reach a peaceful settlement of the issue through negotiations and effective implementation of their commitments. I mean the maintenance of the ceasefire regime and the creation of mechanisms of investigation of border incidents,” added Zanier.
To hell with the MINSK group. This is none of their damn business. ONLY the Armenian people should decide the future of the Armenian nation! Since when do the victors ever need to compromise and give up the land they won by shedding the blood of their sons and daughters?? Forget it, bloody hell forget.

The fact that they failed to condemn the Safarov affair, makes their other statements worthless! Why are they always eager to pressure Armenia “for peacefull settlements”. Armenia has been peacefull all around. It’s not Armenia who violates the peace on daily basis! Where is the strong condemnation for Azerbaijan?
The fact that they condemen both sidersequally discredit their neutrality those 3 leaders are siding with azerbaijan they all have different expectations for their emmidiate regional goals
Armenians need to be united more than ever forgeting who is to become our next president we are in trouble as usual it’s not very important who will be our next president whoever will be can’t do much of a difference in the foreigne policy as too internal policies and the oligarchies that should be urgently addressed is to be united internally talking to each other with honesty finding solutions to bring the oligarchs in to line to help the homeland without elliminating their fortunes if they don’t than correctiv measures must be taken

Why are they criticizing Armenia? Armenia is a land locked states suraounded by neigbors taht live in the
11th century with there way of thinking I mean I understand that there ancestors where there ancestors where

Peace talks with a country that treats Safarov like a hero…this is why the world laughs at this process. Not sure how a country that won a war for indepedence is not given the right to independence?? Does Hillary Clinton question the results of the Revolutiuonary War and the United States’ claim for independence in 1773?….Hypocrits
