YEREVAN (Armenpress)–CIS Interstate Council on Emergency Situations started its regular 10th session Tuesday in Stepanavan.
It started with Armenian–Russian and Georgian rescuers’ joint exercises. According to the Secretary General of the Civil Defense International Organization–the exercises were well organized and included almost all the spheres of civil defense.
Vyacheslav Haroutiunian–Chief of Administration for Emergency Situations also highly evaluated the exercises. According to him–a rescue service should be created by a government decision–which will be very mobile and technically equipped.
On Wednesday the Council continued its work in Yerevan.
The session was attended by representatives from the emergency situations departmen’s of CIS states–Secretariat of the Interstate Council–International Organization of Civil Defense–CIS Interstate Economic Committee.
At the beginning of the session–Armenian Prime Minister Robert Kocharian’s message was read–where the Prime Minister stressed the activities carried out by the Interstate Council and the interstate cooperation in the field of emergency situations.
The participants discussed the further activities of the Council–issues on emergency management–preparation of specialists–training programs–information exchange and other issues.
Discussions developed also around the financial and material resources of the Council. According to the Chief of Armenian Administration for Emergency Situations–the Council–besides its representative functions–should have financial resources under its disposal.
During major disasters–the state will not be able to organize everything only through its own means–"the Interstate Council’s support is needed here," he said. According to Haroutiunian–the Fund should be created through the appropriations from member states’ budgets.
