YEREVAN (Noyan Tapan)–President of the Nagorno Karabakh Republic Arkady Ghoukassian met with Armenian Defense Minister Serge Sargsian took place in Stepanakert on February 12.
In the course of the meeting–an exchange of opinions on a number of issues concerning the development of cooperation in the sphere of military formation of the two republics took place.
Special attention was paid to the existing military-political situation in the region. In this connection–the meeting participants agreed upon the importance of the further strengthening of the two Armenian states’ defense as a necessary measure on maintaining the military balance of forces in the Nagorno Karabakh conflict zone.
The parties stressed that to date–just the maintenance of the balance of forces was the most effective guarantee of non-resumption of hostilities in the conflict zone. Touching upon the prospects of the Karabakh settlement–the Karabakh president and the Armenian defense minister confirmed the adherence of their countries to the search of exceptionally peaceful ways of the problem’s resolution.
Ghoukassian also met with members of the Parliamentary Assembly of Council of Europe’s Armenia delegation on February 14–along with the head of the delegation–Chairman of the permanent Armenian National Assembly Foreign Relations Commission Hovhannes Hovhannisian.
The acting press secretary of Karabakh President Ghoukassian informed that at the meeting there was an exchange of opinions on a number of issues concerning the supposed discussions about the Karabakh conflict and the possible participation of the Karabakh representatives at PACE.
In this context–the importance of coordination of efforts of the Armenian and Karabakh parliamen’s for the purpose of introducing the real picture of the Karabakh problem to the European Community was emphasized.
The parties shared opinions concerning the necessity of developing their activities in demasking Azerbaijan’s policy regarding Armenia and Nagorno Karabakh–particularly–the destructive activities of the Azeri delegation at PACE–which are confrontational and hinder the attempts directed to reaching a final and acceptable solution.
It was mentioned that the best rejection of the figmen’s of the Azerbaijani party must become the irreversibility of the Karabakh social and political life democratization. As a confirmation of that the presidential elections in the Nagorno Karabakh Republic will take place at the end of this summer.
President Ghoukassian accentuated that the process of legislation improvement and that of the electoral system will go on. According to him–the Nagorno Karabakh governing body will always stand for human rights and liberties protection. "The Nagorno-Karabakh Republic is open for the world at most," concluded the Ghoukassian.
