STEPANAKERT (RFE/RL)–President Arkady Ghoukassian will head an official Nagorno-Karabakh delegation in next month’s planned hearings on the Karabakh conflict under the auspices of the Council of Europe–official sources in Stepanakert said Saturday.
The hearings are scheduled for December 16 in Paris and also expected to be attended by the foreign ministers and parliament speakers of Armenia and Azerbaijan.
The discussions were originally planned in Strasbourg on November 3 but were deferred due to Azerbaijan’s objections.
Baku has said the ethnic Azeri minority of Karabakh should also be invited to the hearings as a separate conflicting party along with Karabakh’s Armenian authorities.
According to a new compromise format proposed by the Council of Europe–representatives of the Azeris who fled Karabakh during the war in the early 1990s can attend hearings as part of Azerbaijan’s delegation. Yerevan and Stepanakert have accepted the offer.
