YEREVAN (Noyan Tapan)–Foreign specialists gathered in Yerevan to discuss issues and approaches related to the problem of submitting private cases to the Constitutional Court. Attending the discussion organized by the Constitutional Court were representatives of the "Democracy Through Right" Venice Committee of the Council of Europe; the Chairman of the Latvian Constitutional Court Aivars Endzish; Professor of Law at Triest University–Italy–Sergio Barotole; a Venice Committee Secretariat member–Schnuits Rudolf Deur; Professor of Law from Washington Herman Schwartz; Armenia’s Constitutional Court members; and renowned lawyers.
Constitutional Court Chairman Gagik Haroutiunian expressed optimism that the discussions would contribute to the process of reforms in the constitutional control system. He felt that the system remains imperfect–as human rights protection control has yet to become its integral part.
Professors of Law Sergio Barotole and Herman Schwartz stressed the importance of citizens’ participation in the process of administering constitutional justice–which will become an original form of the people’s immediate participation in state government.
