STERPANAKERT (Noyan Tapan–RFE/RL)–The Armenian Revolutionary Federation Central Committee of Artsakh issued an announcement Wednesday calling for new legislation to ensure freedom and fairness in the upcoming elections scheduled for April–reported the Noyan Tapan news agency.
The ARF announcement stressed that certain violations in the previous parliamentary elections resulted from inconsistencies in the election law.
"The ARF of Artsakh believes that in order to provide a new role and mission to the parliament–it is absolutely imperative that the upcoming elections proceed in strict compliance with democratic standards and societal norms," read the announcement.
The ARF of Artsakh called for the inclusion of all political forces and parties within the framework of the Central Electoral Commission and to form electoral districts based on the number of eligible voters.
The new law–the announcement said–must meet "modern democratic standards."
The announcement also urges the Nagorno-Karabakh Republic National Assembly to immediately begin discussion of a new electoral code. The ARF also appealed to all political forces and factions within the republic to support the "democratization" of the upcoming elections.
The elections scheduled for April will be an important test for the administration of president Arkady Ghoukassian.
In a move underlining his good rapport with the ARF–Ghoukassian has welcomed delegates of ARF’s 28th World Congress in Armenia–reported Radio Free Europe/Radio Liberty.
"I can not fail to note the invaluable contribution which the Armenian Revolutionary Federation has been making to the national liberation struggle of the Artsakh people," his message read. "The party’s role in consolidating the Artsakh people and mounting armed resistance to the enemy at the initial–difficult stage of the war."
