STEPANAKERT–In an interview with Karabakh Open, Nagorno-Karabakh Republic foreign minister Georgy Petrossian discussed the recent meeting in Paris between Armenia’s foreign minister Vartan Oskanian and his Azeri counterpart Elmar Mammedyarov. Foreign minister Petrossian said it was very early to properly assess the October 24 meeting of the ministers of foreign affairs, adding that it was based on the outcome of the meeting that the two ministers agreed to meet on November 14 in Brussels. "At the same time, I think, it should be noted that it is necessary to create a basis for success regarding all the core issues such as confidence building measures, denial of force and coercion, strengthening the imperative for not resuming military actions and the format of the negotiations," commented Petrossian. "The mechanism of bilateral consultations successfully operates between Armenia and the Nagorno-Karabakh Republic on both the presidential level and foreign ministerial level. After Vartan Oskanian’s return from Paris, a telephone conversation was held and the details and outcome of his meeting with Elmar Mammedyarov were discussed," added the Karabakh foreign minister.
