STEPANAKERT (Noyan Tapan)–President of the Nagorno Karabakh Arkady Ghoukassian met last week with Secretary of the US Senate Foreign Operations Committee–senior official of the Senator Mitch McConell’s staff Paul Grove. During the meeting–the Karabakh president briefed the guest on the state of affairs in the social–educational and cultural spheres.
Paul Grove–for his part–informed the president that the purpose of his mission to the region was to learn the situation and the process of implementation of humanitarian programs–including those being carried out in Karabakh–funded by the US Government.
Ghoukassian noted that due to the fact that Nagorno Karabakh is not recognized–the republic does not have any means of getting loans from international financial organizations. In this context–the Karabakh president expressed readiness to present to the US lawmakers draft programs geared to solve Karabakh’s priority problems in the humanitarian sector.
The president also briefed the US official on the current state of the Karabakh conflict settlement. He voiced hope that the peaceful process under the OSCE Minsk Group would intensify in the near future to promote the establishment of the confidence between the contending sides and solutions to many urgent issues. Ghoukassian stressed that Azerbaijan avoids direct contacts with Karabakh representatives–thus–trying to change the format of the conflict. According to Ghoukassian–that testifies to the fact that Baku is unprepared for real compromises. Ghoukassian also informed the official about the anti-Armenian hysteria that is being instigated by the Azeri propaganda machine.
Speaking of the areas controlled by the Karabakh Army of Defense–Ghoukassian noted that the Karabakh side bears the entire responsibility for these areas. As to Armenia–according to Ghoukassian–it is a guarantor of security of Karabakh’s population.
