YEREVAN (Azg/Noyan Tapan)–On the occasion of the tenth anniversary of the liberation movement of Nagorno-Karabakh–Karabakh’s National Assembly and President Arkady Ghoukassian together with the Defense–Security–Urban Development–and Law Committee of the National Assembly have initiated a program to provide amnesty for imprisoned military officers.
It has been observed by that Committee that most prisoners in Karabakh are members of the military and there are a number of pending military crime investigations. If this bill becomes a law–within three months after its acceptance–prisoners who served in Karabakh’s army and served the national liberation movement will be offered amnesty.
National Assembly spokesperson Rudolf Martirossian stressed that the Committee was driven by humanitarian principles–and that the amnesty would not result in impunity for criminals.
Amnesty will not be offered to those who have committed heavy crimes.
