YEREVAN (Noyan Tapan). The enlarged meeting of the Board of the Prosecutor’s Office of Armenia–held behind closed doors–discussed the Office’s activities for the first half of 1999. Armenian President Robert Kocharian participated in the three-hour discussion. After an interval the journalists were allowed into the conference hall.
Attending the meeting were the heads of the departmen’s of the Prosecutor’s Office of Armenia–public prosecutors of regions and communities as well as Prosecutor General of the Nagorno Karabakh Republic (NKR) Mavrik Ghoukassian–who was invited to "exchange experience."
During the meeting Prosecutor General Aghvan Hovsepian gave a brief report. He said the president was satisfied with the results and activities of the Prosecutor’s Office. At the same time–Kocharian pointed out that the Prosecutor’s Office has much to do to improve its protection of the state’s and citizens’ interests.
The president instructed the Prosecutor’s Office to focus their attention on the interests of producers who are subject to unreasonable control by numerous organizations. The protection of producers’ interests guarantees the country’s economic development.
According to the prosecutor general the participants in the meeting paid special attention to the restoration of citizens’ confidence in law-enforcement agencies. "A citizen must not think that if he applies to the law-enforcement agencies–he will suffer any material or moral damage," said Hovsepian .
Figures were presented to the journalists–according to which 4,916 crimes were registered in Armenia in the first half of 1999–a 0.9% decrease from last year. In addition–the detection-rate decreased by 3%. The financial damage inflicted on the state in the first half of 1999 totaled $1,947 million. $738 million were returned to the state during preliminary investigations.
Regarding to the increased charges of fraud–the prosecutor general stated that this index is incorrectly raised by the law-enforcement agencies–as they frequently regard civil cases as criminal ones. The same applies to the charges of hooliganism. The Prosecutor’s Office will pay special attention to such cases.
