YEREVAN (Noyan Tapan)–The forum of the Nakhichevan compatriotic union held in Yerevan on September 11 founded the National Council of the Armenia’s of Nakhichevan. The members of the Council are prominent citizens of Armenia of Nakhichevan extraction. Chairman of the Nakhichevan compatriotic union Rafael Hambartsumian was elected Chairman of the NCAN.
The forum adopted a document stating that the territory of today’s Nakhichevan Republic was part of the Armenian province in 1828-40–the Yerevan province in 1849-1918–the Armenian Republic in 1918-20. Under the 1921 Treaty signed between Turkey and the Transcaucasian republics Nakhichevan was annexed whereafter in 1924 it was declared an autonomous republic within Azerbaijan. There had been no Armenia’s left in Nakhichevan by 1989.
The NCAN recognizes as illegal and invalid the points of the Treaty dated October 13–1921–concerning Nakhichevan–which were foisted on the Armenian people under the Russian-Turkish Treaty dated March 16–1921.
The NCAN urges the National Assembly of the Republic of Armenia to declare void the points of the Kars Accord concerning Armenia and to send a special message to the Russian Parliament– demanding that the Russian-Turkish Treaty of March 16–1921–regarding Armenia’should be declared void.
The NCAN urged Armenia’s President–Government and National Assembly–in their contacts with the UN–the OSCE and international human rights institutions–to raise concerns regarding the return of about 400,000 Armenia’s from Nakhichevan and their descendants now living both in Armenia and abroad –and to address the possibility of their visiting their forefathers’ houses–graves–churches and monumen’s.
