YEREVAN (Armenpress)–At a Thursday press conference–National Democratic Union representative Shavarsh Kocharyan stated that fair elections are not enough to settle the issues of problematic authorities. He stated that to change authorities–at least two pre-conditions are necessary–the political force has to earn the vote of the people–and second–it has to be well organized–firm in its stance–and rely on the people to protect their votes.
Kocharyan assessed the situation in Armenia as a state’s downfall–a consequence of autocracy. New mechanisms can be used against fraud–but the mechanisms of fraud will develop more quickly–he said–adding that from that point all political–economic and social problems will proceed.
According to the NDU–the draft election law presented by the Committee on State and Legal Affairs–under the supervision of then-Chairman Edward Yegorian–is the most realistic among the three alternatives. Kocharyan stressed that Armenia needs a 100 percent proportional electoral system. It will both "promote the development of the parties and decrease the influence of criminal entities," he said.
Kocharyan reported that the NDU encourages early dissolution of the parliament–but the party does not believe it will occur. The NDU is willing to support President Robert Kocharian–because Kocharian’s agenda does not contradict that of the NDU. However–the NDU is concerned with the possibility of Kocharian not being able to implement his programs under the conditions of the existing regime. The NDU representative claimed that the NDU will offer its support to President Kocharian only if he takes steps leading to an Armenia the NDU envisions.
