NKR President Arkady Ghoukassian–on June 11–met in Yerevan with the Armenian National Assembly Speaker Armen Khachatryan–Deputy-Speakers Gagik Aslanyan–Tigran Torosyan–as well as leaders of parliamentary factions and groups. Chairman of the NKR National Assembly Oleg Yessayan and Foreign Minister Naira Melkoumian also took part in the meeting. Prospects of development and the current situation of the two republics were discussed. The significance of intensifying the inter-parliamentary ties of Armenia and Nagorno Karabakh was emphasized. The participants of the meeting also touched upon the current stage of the Karabakh conflict settlement.
After the meeting with the Armenian Parliament’s leadership–President Ghoukassian–stated the "failure" of the Paris principles regarding the Karabakh settlement. He declined to speak about how far these principles are acceptable to Karabakh–because–according to him–it was through Azerbaijan’s fault that they failed.
Oleg Yessayan–speaker of the NKR parliament–says that one of the major conditions of the settlement should be Karabakh’s full participation in the negotiating process. "It is not trust that is in question now; The Karabakh side fully trusts the authorities and the President of Armenia," he emphasized. In this connection–the NKR President said that a new proposal of the OSCE Minsk Group Co-Chairmen is expected–and emphasized the necessity of the Karabakh’s participation in the negotiation process.
The same day–Ghoukassian met with Armenian Prime Minister Andranik Margaryan. The Prime Minister stressed that problems have occurred due to the incomplete receipt of the budget incomes in April of this year. The meeting participants also discussed a number of political and economic issues–including the process of the Karabakh settlement–the course of fulfilling the Memorandum signed by the Governmen’s of Armenia and Karabakh–and the internal political situation in Armenia.
