OSCE to Monitor Mardakert Frontline

YEREVAN (Noyan Tapan)–On June 18–the foreign Ministry of the Nagorno Karabakh Republic received notification from the Office of the Oragnization for Security and Cooperation in Europe Acting Chairman’s Personal Representative on the intention to conduct a monitoring for the purpose of receiving information about the actual situation in the Mardakert section of the frontline between the Karabakh and Azeri armed forces where an incident took place on June 14.

The same day the Karabakh Foreign Ministry sent a note to the OSCE Office. The note stated the republic’s consent to the monitoring and expressed willingness to render assistance to the monitoring mission.

The monitoring is conditioned by the Karabakh Foreign Minister’s request to the OSCE Acting Chairman on June 16 for a monitoring to be conducted in the afore-mentioned section of the frontline between the armed forces of Karabakh and Azerbaijan in connection with the incident.

The spokesman of the Armenian Foreign Ministry Ara Papian issued a statement–which read Friday calling on the OSCE to monitor the fragile cease fire in Karabakh.

Below is the text of that statement.

"We are following very carefully Azerbaijan’s announcemen’s regarding the recent violation of the cease-fire. Judging from the indications in those statemen’s–it is possible to conclude that Azerbaijan was in fact the party that intentionally aggravated the situation.

"Furthermore–our facts unambiguously testify that Azerbaijan has deliberately violated the cease-fire–with the intention of exploiting it and thereby raising new political issues.

"In order to prevent the repetition of similar provocative acts–the Republic of Armenia again–as so many times in the past–calls for stationing a permanent OSCE monitoring mission on the Karabakh-Azerbaijani line of contact.

"Until then–we call on Azerbaijan to demonstrate restraint–and refrain from provocative acts which will create additional obstacles in the negotiation process and complicate the situation in the region."
