YEREVAN (Noyan Tapan)–The presidential advisor–chairman of the Presidential Committee for Local Government Issues–Vahan Hovannissian met Thursday with representatives of public organizations which deal with the issues of community development. The heads of the organizations from different regions of Armenia explained the projects they are implementing and their problems they face. They also made proposals regarding the creation of mechanisms of cooperation with local regional administrations.
Hovannissian pointed out that the activities of the local regional administrations are currently seriously reconsidered. He stressed the important role of public organizations in this issue.
The leader of the "Elders of Yerevan" public organization–Robert Gabrielian summed up and submitted the proposals regarding the mechanisms of cooperation with local regional administrations. He pointed out the need for creating these mechanisms to make it possible for the public to participate in the process of making decisions. For instance–the transparency of the local regional administrations’ activities remains a serious problem.
A relevant structure should be established wherein the members of the council of elders would work for a fixed salary. The council of elders should become a real counterbalance to the head of the community with his administration. Otherwise–the council of elders will remain a formal organ.
Further–according to Gabrielian–each departmental and territorial government body should have a special department dealing with public organizations.
At the end of the meeting the sides decided to hold a round-table discussion and invite representatives of regional and community administrations.
