YEREVAN (Noyan Tapan)–President of the Nagorno Karabakh Republic Arkady Ghoukassian and Chief Commander of the Karabakh Army of Defense Samvel Babayan attended the ceremonial opening of the Goris-Stepanakert highway. Journalists addressed them a number of questions concerning the upcoming OSCE summit in Istanbul and the tragic events of October 27.
The Karabakh president told the reporters that he is convinced that a document on the Karabakh settlement will not be signed in Istanbul–but rather "a statement." Regarding the October 27 killings–Ghoukassian said that Vazgen Sargsyan’s death is a great loss for the Armenian people–but it will not result in an unfavorable solution to the Karabakh problem.
In his turn–Samvel Babayan–said "soldiers never return territories – usually," referring to the talks to be held in Istanbul. Regarding Sargsyan’s death–he described it as a great loss both for Armenia and for Karabakh–but assured that it will not endanger the Karabakh settlement.
Babayan also addressed the mention of his name in connection to the October 27 killings. He said there are "thoughtless and foolish persons" who wish to gain political dividends from the tragedy. "A brother will not raise his hands against a brother," he said.
Babayan also stressed that he does not participate in Armenia’s domestic political life. He noted that "some of those who thought I wanted to interfere in these processes were already creating obstacles against me. But I do not interfere nor do I intend to participate in Armenia’s political life."
