YEREVAN (Noyan Tapan)–At its meeting October 1 the Parliamentary Committee for State and Legal Issues–taking into consideration the suggestion made by Committee Vice-Chairman Victor Dallakian–made a decision on organizing monthly visits to places of confinement jointly with representatives of the Ministry of the Interior and prosecutor’s Office of Armenia. According to Dallakian–it will enable the Committee to study the problems on the spot and–if necessary–make proposals on legislative changes.
The Committee members discussed and approved the proposal on putting one decision and a number of bills on the draft agenda of the second session of the National Assembly.
The "Country of Law" faction is the author of the draft decision of the Parliament "Approving the government’s report on the use of credits and loans received from foreign states and international organizations," and the bill "The order of discussing complaints and proposals of citizens."
The authors of the bill on "The status of the deputy of the National Assembly" are Frunze Khratian and Yuri Manukian. According to them–the document will stipulate the rights and duties of deputies as people’s representatives and necessary political–legal and social guarantees of exercising these rights.
Two bills deal with changes in the Rules. According to a previously reached agreement–these changes will be discussed in a package.
Dallakian presented a bill on amendmen’s to the Election Code of Armenia concerning the participation of soldiers and refugees in the elections to the local government bodies. Most of the Committee members expressed the opinion that the participation of soldiers on the active list is inadvisable. They suggested that the bill be discussed at a special parliamentary session.
