BRUSSELS–An Azeri delegation and the European Union (EU) held an annual meeting of their cooperation bodies in Brussels on Monday but were unable to sign a cooperation document.

According to Radio Free Europe (RFE)–on the Azeri side’s insistence that the document include a clause stating that the resolution to the Mountainous Karabagh Conflict must be based on the territorial integrity of Azerbaijan–EU representatives declined to provide their endorsement.

RFE also informed that European observers called it highly "improbable" that a document with the above stipulation would be signed.
