YEREVAN(Noyan Tapan)– The Yerevan-based office of the UN Development Program (UNDP) presented a "Human Development Report" for 1997. At the presentation of the Report–held Wednesday–the coordinator of the Yerevan-based office Katica Cekalovic–pointed out that social cooperation is a preliminary condition for building a harmonious society.
"The subject of the Report for 1997–’Social Development’–is of paramount importance from the point of view of the development of society," Armenian Prime Minister Armen Darbinian said in his opening speech. According to him–it is not the issue of cooperation–but of unity that should be considered now. He said that the reforms that are being carried out require unity of all forces and "the authorities urge everybody to participate in this process."
The prime minister pointed out that the government is planning to hand over the powers in the spheres of public health and education to the local authorities by the end of the year.
The coordinator of the authors of the Report–director of the Institute of Philosophy and Right–Gevork Poghosian reported that Armenia’s level of development is below average.
A member of the expert group–president of the Central Bank Tigran Sargssian said that all economic reforms should be considered from the point of view of human development.
