YEREVAN (Armenpress)–“The Nagorno-Karabakh Republic has been de facto independent. We need to achieve its de jure independence through the negotiation process,” said Foreign Minister Vartan Oskanian during a press conference Friday.
Oskanian addded that the talks might be deadlocked, but every step is being taken to ensure that the negotiations move forward.
“It is necessary to preserve the word and spirit of the [Prague] document, try to continue the negotiations, display political will so that additional progress is registered,” Oskanian said, adding that there were mutually unacceptable points for the two countries.
“At this moment the Azeri side is displaying absence of political will, the process has reached a place after which the Azeri side avoids making the next important step so that the ice breaks and a progress is registered,” the minister noted.
Oskanian also said that during his visit to Istanbul to attend the Black Sea Economic Cooperation Organization meeting, he held two unofficial meeting with his Azeri counterpart Elmar Mammedyarov.
Oskanian also added that Turkey continued to maintain a negative position in establishing diplomatic relations with Armenia.
Oskanian met with Turkish Foreign Minister Abdullah Gul in Istanbul and urged him to establish diplomatic ties with Armenia.
"There is no process to improve the relations and the prospects are not positive because Turkey insists on preconditions. I have reaffirmed our position to develop relations without preconditions and to open the border as a first step," Oskanian said. He added he had presented Armenia’s stance on the Karabakh settlement issue to Turkey.
